No. Snorkel trips are guided drift snorkels with flotation vests available, and the glass-bottom boat and the Aquaspace observation deck let you see the reef without getting wet at all. Only the DivOcean boat dives require a diving certification.
Woodwind’s cruise-friendly sail (4 hours, two snorkel stops) is built around ship schedules and meets 10 minutes from the cruise terminal. The glass-bottom tour (1 hour), the Aquaspace morning tour (09:00–13:00) and the Bonaire Yacht Charters shared sail (4 hours) also fit comfortably. Several operators waive the STINAPA fee for cruise guests.

Everyone who enters the water in the Bonaire National Marine Park needs a nature tag (US$25 per calendar year, valid for the whole island). It is bought online at stinapa.bonairenaturefee.org or at dive shops, and is not included in the trip price unless the trip page says so.
You can rent a small boat from Palm Boats (no captain, up to 6 people, bring your own food) and moor at Klein Bonaire or any of the marked snorkel spots. Bring shade and water: there are no facilities on the island.
